The road, at the heart of the state’s ambition

Under the leadership of the President of the Republic, His Excellency Mr. Alassane Ouattara, Côte d’Ivoire has made infrastructure one of the pillars of its development. Interurban roads, urban roads, motorways and works of art have transformed the mobility of people and goods, cleared the territories and brought people closer.

After the last three National Development Plans (NDPs), the PND 2026-2030 continues this dynamic with new road projects structuring. But building is not enough: we must also preserve. Each kilometer achieved is an asset whose life cycle is based on regular maintenance, properly funded and technically controlled.

2001: a founding reform, two complementary institutions

On 19 September 2001, the reform of the road sector gave rise to the ERF and the AGEROUTE, with a simple principle: to entrust to two dedicated structures, on the one hand, the financing of road maintenance and, on the other hand, the management of this network, in order to better guarantee its performance.

To FE, the mobilization and security of resources for network maintenance andAGEROUTEexpertise in road maintenance planning, network development and technical supervision of road works. Twenty-five (25) years later, this complementarity remains a pillar of the national road policy led by the Ministry of Infrastructure and Road Maintenance.

A heritage to preserve for future generations

With more than 83,000 kilometres of traffic, the Ivorian road network faces increasing challenges: traffic growth, the effects of climate change, overload and financing needs. In response, the ERF and AGEROUTE intend to continue efforts to finance the maintenance and management of the road network.

These 25 years are also those of women and men, engineers, technicians, managers and field staff who have made these missions live or live on a daily basis. The celebration pays special tribute to them.

Three weeks to tell 25 years of engagement

From 20 October to 10 November 2026, a campaign co-signed FER × AGEROUTE will be carried out in print, radio, television and social media. On the programme:

An organ of the campaign, the celebration days of 4 and 5 November 2026 in Abidjan will bring together the staff, authorities and partners of the two institutions. The detailed programme will be made available at a later date.

[Proposed quotation — to be validated by the two Directors-General before circulation]

” In 25 years, the ERF and AGEROUTE have learned to move forward together, each in its role, to accompany the Head of State’s vision and make the road a real lever for development. This anniversary is first and foremost the anniversary of our teams. It is also a commitment to the future: to preserve built road heritage and pass it on to future generations. »

Mrs Annick TOHE LASMEL, Director-General of the FE and Mr Fabrice COULIBALY, Director-General of AGEROUTE.

About

Road Maintenance Fund (ERF) — Established by decree on 19 September 2001, the Routier Maintenance Fund is a state-owned company whose capital is wholly owned by the State of Côte d’Ivoire. Under the technical supervision of the Ministry of Infrastructure and Road Maintenance and under the financial supervision of the Ministry of Finance, it is responsible for mobilizing and securing resources for the regular and periodic maintenance of the national road network. These resources come from, inter alia, oil product charges, toll and weighing revenues, as well as market financing. Guaranteeing the payment of maintenance benefits, the ERF also contributes, alongside the State, to the financing of major road projects.

Road Management Agency (AGEROUTE) — Established by decree on 19 September 2001, the Road Management Agency is a state-owned company, the State’s delegated contractor for the management, maintenance and development of the national road network. It plans and programmes the interventions, organizes the award of contracts, then monitors and supervises the work entrusted to the enterprises, whether it be new construction, rehabilitation or maintenance. It also maintains the Road Data Bank (BDR), a reference tool for monitoring the state of the network. Highways, bridges, interchanges and bitumen roads: AGEROUTE has led many of the major construction sites that have transformed mobility in Ivory Coast over the last 15 years.
